Officials at SAIF Corp. said the bill, approved on a 3-to-2 vote in the Senate General Government Committee, would restrict their ability to appeal a pending adverse court ruling. The measure goes to the full Senate. The committee vote was the latest twist in a long-running feud between SAIF and Oregonians for Sound Economic Polnonprofit group funded partly by SAIF's main Oregon rival in selling workers' compensation insurance, Liberty Northwest Insurance. The Oregon Education Department sent a memo to school administrators across the state Wednesday, said Cliff Brush, an education specialist with the department, after a review found confusion surrounding rules governing publicly funded programs serving home-schoolers. "I think the lack of clarity made it possible to have programs like these operating without being certain whether they were in or not in compliance," Brush told The Oregonian.

"I'm not sure that everyone was well informed about what the rules are." The memo says, among other points, that homeschooler programs getting publie money "must assist the students in achieving the local and state academic standards." Police went to the apartment complex after Vega's niece phoned 911 to say her uncle was "paranoid" and armed with a kitchen knife inside their apartment, Heckert said. Nichols testified that Vega ignored repeated commands to drop the gun before walking toward the officer and aiming the weapon at them. All three officers were placed on mandatory paid administrative leave the day of the shooting, but are expected to return to work within the next few days.
