Meeker said the move was necessary to avoid a bad credit rating and higher interest rates from East Coast banks. The treasurer said Tuesday he plans to travel to New York this week to urge officials of three major rating agencies to maintain Oregon's relatively high rating. Meeker's announcement came as a special 12 member legislative committee held its first meeting in trying to devise a long-term approach for dealing Measure 5.

SALEM (AP) State Treasurer Tony Meeker said Tuesday he won't budge from his moratorium on new state bond issues until the state comes up with a plan to deal with the Measure 5 property tax limit. Meeker said the ban would remain in effect until next year, when a special legislative session is expected to be called to tackle the question of finding a replacement tax for Measure 5. Officials have said the moratorium affects $800 million dollars In projects, including home loans for veterans, senior citizen housing and energy projects.
