Reed, assistant professor of recreation at Oregon State University, had worked earlier with the county planning department in preparing park and recreation elements of the proposed comprehensive land use plan. Among the elements was a recommendation for a regional park in the Logsden Ridge area between Corvallis and Albany. The idea stirred strong opposition from property owners in the North Albany-Granger area. All park and recreation proposals were subsequently withdrawn from the comprehensive plan and referred to the park board for further study.

In recommending that Reed be retained as a consultant, a majority of park board members agreed that his background and experience qualified him to do a six-month research study on which long-range park plans will be based. Many of those who signed petitions protesting Reed's hiring also took part in the campaign against the regional park proposal. Commissioner Simerville, said queries with planning agencies indicate the park research study, if prepared by a private consultant, would cost considerably more than the $4,800 quoted by Reed. The contract includes materials, travel and man-hours. already formulated during his prior work on the comprehensive zone We therefore believe his future study would be both redundant and prejudiced." In a statement accompanying the petition, Mrs. Myron (Virginia) Kutsch, North Albany, accused Reed of failing to recognize "the guaranteed rights of the private land owner" by giving higher priority to "his value of pleasure than the necessity of farm land. "David Reed would be operating without any one of these vital elements." Mrs. Kutsch was accompanied by several other landowners who seconded her remarks. Reed was not at the meeting.
