Washington's announcement that it would increase its monthly gold sale from 380,000 ounces to 750,000 beginning November also touched off heavy buying of dollars in Tokyo but raised the exchange rate little. Although Callahan is not optimistic that the county will receive revenue beyond what is expected from state and federal sources, there are at least grounds, for hope. Budget officer Daniel BarUett said he has been informed that the county will recieve about $19,000 more in federal revenue sharing rapney than anticipated, and that will partly offset the loss in OiC funds. About 52 percent of the county's revenue comes from state and federal sources. Bartlett said that if other revenue allocations proceeds from cigarette and liquor taxes, far example fall to exceed expectations then the Board of Commissioners will have no choice but to reduce the budget. He speculated that the most likely targets for cuts would be departments that received the largest percentage increases over last year the Health Department, sheriff's office, Parks Department and public works.

Revenue-sharing money earmarked for capital Improvements such as road projects could also be transferred to offset cuts in the operating budget Callahan said the board has not discussed specific actions as yet "We don't have to do anything for awhile," he said. "There's always the possibllty that we'll get some revenues we didn't expect But we're going to have to watch our expenditures closely everywhere until we know for sure bow he wrote, "but they seem to be holding the harvest time closer to the end of their three-year contract(s) and that is when they pay for the timber." the Association of OiC Counties looks out for the interests of 18 Western Oregon counties that receive special allotments from the BLM. which took over control of thousands of acres of forest lands that reverted to government ownership when the Oregon and California Railroad went bankrupt in 1916. To compensate for the loss off property taxes as result of the railroad lands being removed from the tax rolls, the counties recieve a share of the proceeds from timber sales. Traditionally, the annual exceed estimates.

For the 1978-79 fiscal year, Benton County ln-' creased the association's estimate by $66,000 the average amount that the association's estimate has been off over the last 10 years. The association's newest estimate is based on timber sales from October of 1977, the start the federal government's fiscal year, through July of this year, Timber sales during August and September will show whether Benton County guessed correctly. But soon after the latest tentative agreement, there were wildcat strikes at major mailhandling facilities near New York City and San Francisco. More than 100 firings and court orders brought the employees back to work. J.

The percentage increase then was similar to this year's tentative agreement. This time, many workers were unhappy because the proposed settlement calls for the major pay increases near the end of the three years.
