Lloyd Anderson said today that unless directed to do so by the Oregon Department of Revenue he will not put Oregon State University fraternities and. sororities on the tax rolls for school taxes because he believes the Oregon Legislature will modify the law at its 1979 session to restore the exemption.

He said he does not agree with the court decision and he believes Lane County will have to refund toe money it collects. "I'm just going to save a little extra work is all," Anderson said. (Continued from page 1) tike a reasonable target for sending a bill to the White House. House" action reflected fear of a nationwide taxpayers revolt and confusion about bow smart politicians should respond. The voters want deep tai cuts, it was argued in a long day of debate.

Sure they do, came the response, but not if that means big budget deficits and soaring inflation. The House wound up adopting a substantial package of tax cuts drafted by a bipartisan con of conservatives and moderates on the Ways and Means Committee, and rejecting proposals for bijiser reductions. Middle-income and upper-middle- income taxpayers are leading the revolt, the House concluded. Departing from Democratic tradition, the majority party joined the Republicans in giving most of the reductions to taxpayers in those brackets instead of families at the low end of the income scale. Conservatives hailed the bill as the first in many year to cut taxes approximately in proportion to existing tax burdens, instead of redistributing income from higher to lower brackets by making the tax system more "progressive." Liberals objected to favoring affluent taxpayers and investors over those with tow incomes, but their protests were drowned out.

Their efforts to provide relief from Social Security tax increases also were blocked. Distribution of the individual income tax cuts indicated the bill's tilt An estimated 11? percent of the reductions would go to those with annual Incomes below $15,000, about 40 percent to those between $15,000 and $30,000, and percent to the $30,000 to $30,000 bracket. Taxpayers with Incomes of $50,000 to $100,000 would get 12 9 percent of the total cuts, and those over $100,000 would receive U.J percent. Of the $18 billion total estimated tax cut in calendar 1979, the bill would provide an estimated $10.4 billion to individuals, $4 billion to businesses and $1.9 billion for individuals and businesses receiving capital gains. The total tax cut was projected to rise to fis.l billion in 1933 and C4.1 billion in 1981.
